How do Waste Incineration Power Generation Projects Avoid “Not-In-My-Back-Yard”?

As we all know, with the accelerating level of urbanization in China and the improvement of peoples living standards, the volume of domestic garbage has grown very fast, the processing pressure has been increasing year by year. Many places have seen the phenomenon of garbage besieging and the harmless disposal of domestic garbage is imminent. The domestic waste incineration power generation is a popular method of processing domestic wastes nowadays, it complies with the national industrial policies and meets the requirements of green development which could not only save the land resources, but also realize renewable resources. Waste incineration power generation is a modern processing way widely adopted at home and abroad, its one of the most effective ways to handle domestic waste.

However, in some places, the water incineration power generation project will appearNIMBY to prevent the project construction. The reason is that the public thinks that there is pollution in the process, it will product dioxins which are harmful to the human body, and also dioxins havecarcinogenic effects.


We believe that Chinas construction of domestic waste incineration power generation projects is essential, and to avoidNIMBY, several tasks must been done in advance:


1.Firstly popularization of science when start a domestic waste incineration power generation project

The local government must widely publicize the popular science knowledge if waste incineration and power generation through radio, television, internet platforms and other channels so that the people can understand and master the basic knowledge of domestic waste incineration power generation. Such as, whether burning the domestic waste will product dioxins or not? How to prevent and control dioxins? etc.

According to the research results of domestic and foreign scientific-technical personnel, the mechanism of waste incineration to produce dioxins is relatively complex, the main approaches are: during the incineration of vinyl chloride and other chlorine-containing plastics, if the incineration temperature is lower than800°C, the chlorine-containing waste wont complete combust which is easy to generate dioxins. Other chlorinated and carbon-containing substances such as paper, wood products and food residues can also produce dioxins through the catalytic action of metal ions such as copper and cobalt.


So far, the modern science and technology have solved this problem. The methods include: (1) using suitable furnaces and grate structures to allow the waste to be fully burned in the incinerator; (2) controlling the furnaces and secondary combustion, the temperature of the flue gags in the flue gas before entering the waste heat boiler is no less than850°C, the residence time in the furnaces and secondary combustion is no less than 2 seconds, and properly control the air volume, temperature and injection position of the combustion-supporting air; (3) Selecting a new bad type filter, the flue gas temperature at the inlet of the dust-control collector is lower than200° C, and activated carbon is placed on the flue of the bag filter to further adsorb dioxins.


2.Doing the ideological work of the masses patiently and meticulously

One of the reasons of theNIMBY for the waste incineration power generation project is information asymmetry. Some people think its pollutive and harmful and oppose it, there may be also some other reasons, such as lack of compensation for land acquisition and demolition etc.


We suggest that once NIMBY occur in waste incineration power generation project, the government should not rush to launch the project but calm down and do the ideological work of the masses first. For example, on the basis of extensive publicity, organizing the people around the project visit the built-in garbage incineration power generation project, so that the people could experience where the project has pollution and the prevention & control measurements. There are already many practices proved that such a rational education with a perceptual education is effective.


3.Engaging the people into the waste-to-energy projects when doing the environmental assessment in the early stages.

In recent year, some waste incineration power generation projects have caused controversy and cause to NIMBY, a major and direct reason was that the public didnt participate in the EIA, that people didnt learn about the project and the government did nothing to this. For example, a waste incineration power generation plant in one county in Tianjin was exposed to be fraudulent of the public opinion questionnaires, the EIA report stated that more than 90% of the surveyed villagers agreed to build the project, but the village committees of 6 villages said that the villagers had never seen the relevant project. There are also many other cases which are related to the falsification of public surveys. According to the requirements and rules ofEnvironmental Impact Assessment Law of the People's Republic of China, the waste incineration power generation projects have a greater impact on the peoples health and environmental ecology, during the environmental impact assessment, public questionnaire surveys must be conducted to solicit opinions of the people.


We suggest that when the waste incineration power generation project carries out the environmental assessment, it must be practical, objective and fair in the public participation. Doing a good job of public surveys is a valuable opportunity and prerequisite for gaining the understanding and support of the masses. Whether the public could understand and support the project depends on whether the information is transparent or not. Practices proves that the more transparent of the information, the more able it is to dispel the concerns of the public and gain support from the masses, effectively avoiding theNot-In-My-Back-Yard of waste incineration power generation.
